Dr Ron Ben-David


Dr Ron Ben-David is a Professorial Fellow with the Monash Business School and Monash Sustainable Development Institute. This role is focussed on policy, regulatory, market and institutional design. He is also Principal of Solrose Consulting.

Between 2008 and 2019, he served as full-time chair of the Essential Services Commission, Victoria’s economic regulator.

Previously, Ron held senior roles in the Departments of Premier and Cabinet and Treasury and Finance in Victoria. He also headed the national secretariat for the Garnaut Climate Change Review from 2007.

Ron has written, presented and lectured on water reform, energy markets, competition policy, local government accountability, sustainability, climate change, and economic philosophy. 

Alongside his role at Monash University, Ron is a member of the Australian Energy Regulator’s Consumer Reference Group, a board member of the Regulatory Policy Institute, an advisory board member for Centre for Market Design (University of Melbourne) and Customer Stewardship Australia (ex-University of Sydney). In July 2022, he was appointed Commissioner and Deputy Chair of the Victorian Gambling and Casino Control Commission.

Ron holds a B.Sc (Optometry), B.Comm (Hons), Ph.D (Economics) and is a graduate of the Australian Institute of Company Directors.
