The Department of Climate Change, Energy, the Environment and Water (DCCEEW) has released an Aggregated Resources in the Capacity Investment Scheme (CIS) Consultation. DCCEEW has sought feedback on the potential for aggregated resources to be aggregated as a single market participant and to become eligible for support under the CIS. 

Climateworks suggests DCCCEEW consider the following recommendations as it contemplates the inclusion of aggregated resources in the CIS:

  • Base the objective for deployment of variable renewable and clean dispatchable capacity on a least-cost pathway to limit global warming to 1.5°C, enabling AEMO to plan an energy system that supports Australia to make the most from the shift to a net zero global economy.
  • Expand the rules to allow aggregated energy resources and other mechanisms for energy demand management to receive support and investment benefits under the CIS.
  • Prioritise merit-based criteria that increase the probability of projects being located in Renewable Energy Zones or serving industrial precincts, as well as demand-side projects that improve system flexibility.
  • Use the tools within the Sustainable Finance Roadmap to ensure actors within the energy system pursue transition in line with the Integrated System Plan (ISP) – even when this is beyond current mandatory requirements for financial disclosure.
